[KY4KY] Proposed bylaws changes

We will be reading proposed amendments to our bylaws at the August 
meeting and a planned vote at the October meeting. In essence, the 
changes will be to realign some of the office responsibilities, 
eliminating 2 elected positions and making those responsibilities an 
appointed committee responsibility. Please feel free to read over the 
proposed amendments to discuss.  The proposed changes are highlighted in 
the linked document.
